I was out on a jet ski when a harbour officer told me that I was going too fast near the beach and gave me a warning. I did not realise there was a limit on the water. What are the rules? I would appreciate some clarity on what the law actually requires here.

Yes. Under the Maritime Rules, a general speed limit of 5 knots applies within 200 metres of shore, within 50 metres of another vessel or a dive flag, and within 200 metres of a boat displaying a dive flag, unless you are launching a skier or engaged in other permitted activities. Local navigation safety bylaws can set different or stricter limits in particular areas such as harbours, lakes and rivers, and some areas have speed-restricted zones or personal watercraft restrictions. Harbourmasters and enforcement officers can issue warnings, infringement notices or bring prosecution, and reckless behaviour can lead to more serious charges. Check the bylaws of the regional council for the area you are boating in, since jet skis are usually treated as vessels and must comply with the same rules.
