I run a small services business and would like to supply to government agencies and councils, but I have no idea where these opportunities are advertised or what the process involves. Where should I start, and are there any special rules?

Most government tenders are advertised on the Government Electronic Tenders Service, known as GETS, which is run by New Zealand Government Procurement within MBIE, and registering is free. Public agencies covered by the Government Procurement Rules, which include most central government agencies, must generally advertise open tenders for contracts above the value threshold, currently 100,000 dollars for goods and services, on GETS. Local councils are not bound by the Rules, but they follow their own procurement policies under the Local Government Act 2002, and many also use GETS or their own portals. Set up alerts for relevant categories, read the Rules and the tender documents carefully, and prepare a compliant response. Agencies also value evidence of capability and broader outcomes such as employment and sustainability.

We submitted a tender for a government contract but were told our bid was non-compliant because one attachment was in the wrong format. We had the strongest technical proposal. Is it fair that we were excluded, and what can we do?

Our local council awarded a big roading maintenance contract to one contractor without any public tender, and other local firms are annoyed. Does a council have to tender openly for every contract? I am not sure where to start or who I should be contacting about this.

I work for a council and I have been asked to sit on a panel evaluating a tender. One of the bidders is owned by someone I used to work with, and I have a personal friendship with them. Do I have to declare it, and what happens if I do not?
