You can report it to the Health and Disability Commissioner, who can investigate complaints about breaches of the Code of Health and Disability Services Consumers' Rights, including right to be free from sexual exploitation. The relevant professional regulatory authority, such as the Nursing Council or the Medical Council, can also take action under the Health Practitioners Competence Assurance Act 2003, and serious cases may go to the Health Practitioners Disciplinary Tribunal. If you believe a crime occurred, you can report it to the police, who can arrange support.
