A company has applied to establish a large industrial site near our community and many residents are concerned about noise and traffic. I have seen that submissions are open. How do I make a submission, and does it actually make a difference?
You can make a submission on a notified resource consent application within the deadline set in the public notice, using the council's form or a letter that meets the requirements. Under the Resource Management Act 1991, a submission should state your name and address, the specific parts of the application you support or oppose, your reasons and whether you wish to be heard. Focus on relevant resource management effects, such as noise levels, traffic safety, visual effects and health, backed with evidence. Personal opinions unrelated to effects carry less weight. Submitters can appear at the hearing, and those who made a submission can appeal to the Environment Court, so a well-prepared submission preserves your rights. Working together with neighbours to present a joint case can strengthen your position.
