Can a medical practitioner refuse to treat me because of their beliefs?

A hospital doctor spoke to me dismissively, did not explain what was happening and I felt that my concerns were ignored. I want to complain but I am not sure to whom, and I am afraid it could affect my future care. What is the process?
Start by considering whether to raise it directly with the provider or through the hospital's complaints service, since many issues can be resolved informally. You also have the right to complain to the Health and Disability Commissioner under the Health and Disability Commissioner Act 1994. The Code of Health and Disability Services Consumers' Rights guarantees rights, including to be treated with respect, to effective communication and to be fully informed. The Commissioner can assess your complaint, refer it for resolution to the provider or an advocate, or investigate in serious cases. The Nationwide Health and Disability Advocacy Service provides free, independent help. Providers must not treat you less favourably because you complained, and Right 10 protects your right to make a complaint. Keep notes of what happened, and the names, dates and times.
